Bg 11.8

na tu māṁ śakyase draṣṭum
anenaiva sva-cakṣuṣā
divyaṁ dadāmi te cakṣuḥ
paśya me yogam aiśvaram

Word for word: 

na — never; tu — but; mām — Me; śakyase — are able; draṣṭum — to see; anena — with these; eva — certainly;svacakṣuṣā — your own eyes; divyam — divine; dadāmi — I give; te — to you; cakṣuḥ — eyes; paśya — see; me— My; yogam aiśvaram — inconceivable mystic power.

Translation: 

But you cannot see Me with your present eyes. Therefore I give you divine eyes. Behold My mystic opulence!

 

na tu māṁ śakyase draṣṭum, it is not possible to see me Arjun 

anenaiva sva-cakṣuṣā, with the eyes you have you can’t see Me, 

therefore divyaṁ dadāmi te cakṣuḥ, I will give you divine eyes, 

paśya me yogam aiśvaram, just see My mystic opulence also used in 9.5, there Pasya was more of understanding, I see…

e.g. like giving admin access in computer it is not giving some addition eyes

Srila Visvanath Cahravarti Thakur has said Virat Rupa is not spiritual it is also material because it is about universe which is material. By one definition we can say that anything connected to Krishna is spiritual as it is connected to Krishna that is fine, that is from an application perspective. But from composition or constitutional perspective there are certain things which are made up of earth water fire air and ether and certain things which are made up of Sad Cit Ananda so that difference of matter and spirit always remains true. Other people around Arjuna has normal human vision then there is pure devotional vision where one sees Krishna and understand that Krishna is God who has concealed His divinity out of love, he has become charioteer out of love, this vision Arjuna has, so for Arjuna giving Divya vision is downgrading his vision because he was able to see Shyam Sundar Form, Parth Sarathi Form. 

SP Purport: Devotees who are correctly situated in a transcendental relationship with Kṛṣṇa are attracted by loving features, not by a godless display of opulences.

Now think about how SP said it is godless display of opulences when God is exhibiting His opulences. 

So this is the vision of a devotee a devotee is not just interested in display of power, and even God is not interested in that, Krishna in spiritual world is not interested in this nature of display of His power, that all of you bow down to Me and that is the eternal ritual in spiritual world, Krishna is interested in reciprocating love with His devotees, and for that He conceals His divinity but sometimes He exhibit this to attract people. 

Srila Purport:

In the Śrīmad-Bhāgavatam it is stated that the boys who play with Kṛṣṇa are all highly pious souls, and after many, many births they are able to play with Kṛṣṇa. Such boys do not know that Kṛṣṇa is the Supreme Personality of Godhead. They take Him as a personal friend. Therefore Śukadeva Gosvāmī recites this verse:

itthaṁ satāṁ brahma-sukhānubhūtyā
dāsyaṁ gatānāṁ para-daivatena
māyāśritānāṁ nara-dārakeṇa
sākaṁ vijahruḥ kṛta-puṇya-puñjāḥ

“Here is the Supreme Person, who is considered the impersonal Brahman by great sages, the Supreme Personality of Godhead by devotees, and a product of material nature by ordinary men. Now these boys, who have performed many, many pious activities in their past lives, are playing with that Supreme Personality of Godhead.” (Śrīmad-Bhāgavatam 10.12.11)

itthaṁ, here is satāṁ, the truth, brahma-sukhānubhūtyā, here is the same being who is considered to be Brahma Sukha, impersonal Brahman by satāṁ by the sages

dāsyaṁ gatānāṁ, so for those who are in personal understanding who wanted to serve Him, 

para-daivatena, He is the transcendental God, 

māyāśritānāṁ nara-dārakeṇa, those who are under shelter of maya they think that He is like ordinary human being.

sākaṁ vijahruḥ kṛta-puṇya-puñjāḥ, the same AT is playing with these gopas and the gopas must have acquired treasury if punya kṛta-puṇya-puñjāḥ and these are not ordinary punya these are bhakti unmukh punya, extraordinary pious devotion credits.

So here SP is quoting lord is perceived differently by different people but certain perceptions are favorable for devotional service so Virata Rupa perception is not favorable for intimate reciprocation. So for such devotees Lord places them in the arena where He is having His intimate form. So devotees is not very interested in seeing Virata Rupa but for others he is asking.
