uccaiḥśravasam aśvānāṁ
viddhi mām amṛtodbhavam
airāvataṁ gajendrāṇāṁ
narāṇāṁ ca narādhipam

Word for word:

uccaiḥśravasam — Uccaiḥśravā; aśvānām — among horses; viddhi — know; mām — Me; amṛtaudbhavam — produced from the churning of the ocean; airāvatam — Airāvata; gajaindrāṇām — of lordly elephants; narāṇām— among human beings; ca — and; naraadhipam — the king.

Translation:

Of horses know Me to be Uccaiḥśravā, produced during the churning of the ocean for nectar. Of lordly elephants I am Airāvata, and among men I am the monarch.

uccaiḥśravasam aśvānāṁ, among horses I am uccaiḥśrava, appeared during churning of milk ocean and he was so extraordinary so captivating, as an animal horse is attractive in its own way and among all horses uccaiḥśrava is most attractive who is manifesting Krishna’s Vibhuti.

viddhi mām amṛtodbhavam,

airāvataṁ gajendrāṇāṁ, among king of elephants (one specific type of elephant which is very gigantic) I am airaavat.

narāṇāṁ ca narādhipam, I am king among human beings, kings has extraordinary power among human beings that extraordinary power is manifestation of Krishna’s power. So it is Krishna who is manifesting His glory through the king, so if some kings are not godly he is not utilizing the power given to him properly. E.g. Vena in SB told to stop worship of Supreme Lord as he thinks he is the representative of Supreme Lord and so he is worthy of worship. But the correct understanding is king represents God but not substitute God so he is meant to guide people towards God, but if such a king instead of representing God if he replaces God he has to be defeated and destroyed that is what Brahman did by chanting some specific mantra in SB.

So these Vibhutis can be Devi or Asuri also, all the opulence come from Krishna but not all opulence take us to Krishna e.g. rain water coming in sky is pure but depends on container it can become dirty.

Vibhutis will naturally attract us as per our freewill but we should choose which Vibhuti we should be attracted to. E.g. Bhajan sung by a devotee and by a Bollywood.
