Translation:

Any sacrifice performed without regard for the directions of scripture, without distribution of prasādam [spiritual food], without chanting of Vedic hymns and remunerations to the priests, and without faith is considered to be in the mode of ignorance.

vidhi-hīnam, without following any scripture

asṛṣṭānnaṁ, without distribution of food

So generally whenever sacrifice is to be performed that time there should be distribution of food.

In Goverdhan lila later part food was distributed to everyone.

Srila Prabhupada in early days even though he was not having any guarantee of his own food cut one apple and give at least on slice of apple to everyone.

mantra-hīnam adakṣiṇam, no mantra chanted and no dakshina given to the priests who has done puja.

And overall śraddhā-virahitaṁ yajñaṁ, and there is no Sraddha also there is no faith in what one is doing.

tāmasaṁ paricakṣate, such is sacrifice in the mode of darkness.

Such sacrifice is in darkness and demoniac and lead to inauspiciousness for everyone this is sacrifice in name only. It doesn’t lead any good for anyone it leads to harm ultimately.
