Bg 17.22

adeśa-kāle yad dānam
apātrebhyaś ca dīyate
asat-kṛtam avajñātaṁ
tat tāmasam udāhṛtam

Synonyms: 

adeśa — at an unpurified place; kāle — and unpurified time; yat — that which; dānam — charity; apātrebhyaḥ — to unworthy persons; ca — also; dīyate — is given; asatkṛtam — without respect; avajñātam — without proper attention; tat — that; tāmasam — in the mode of darkness; udāhṛtam — is said to be.

Translation: 

And charity performed at an impure place, at an improper time, to unworthy persons, or without proper attention and respect is said to be in the mode of ignorance.

adeśa-kāle yad dānam, without considering the right place and right time, then one gives carity, 

apātrebhyaś ca dīyate, apātrebhyaś, one give to an unworthy person, 

asat-kṛtam avajñātaṁ, without respect without proper attention, 

Say someone is giving in charity the liquor to someone, so what kind of charity is that? A person is giving something which is going to harm others, so that kind of charity is in mode of ignorance, 

apātrebhyaś ca, sometimes those who are given charity are made to beg, fall at the feet, boot leaking, a person has to come 10-20 times and after that given something to that person, without respect it is given, that is also not considered proper charity, the whole idea of charity is that I am not giving to that person but what I got from Krishna I am giving it back to Krishna. So when I learn to respect others first as human beings and then as part of Krishna 

adeśa-kāle yad dānam earlier it was deśe kāle ca pātre ca, charity in ignorance no desa kala patra is in consideration and that is very misleading that is very unfortunate, 

asat-kṛtam, such charity is in mode of ignorance.
